Yes. The certificate awarded on passing is identical regardless of which format you studied through, CILT does not distinguish between routes.
No. The PSV CPC requirement applies to vehicles adapted to carry nine or more passengers. If your minibuses carry fewer than nine passengers, they fall outside PSV operator licensing, though other passenger transport regulations may still apply depending on how the vehicles are used.
No. HGV and PSV are separate qualifications examined separately. If your operation runs both goods vehicles and passenger vehicles under separate operator licences, you need a named Transport Manager holding the relevant qualification for each licence, or one person who holds both.
The PSV case study is built around passenger transport scenarios rather than goods transport ones. You might be asked to respond to an accessibility complaint, resolve a scheduling conflict across a mixed contract and scheduled service operation, or address a licensing condition specific to passenger vehicles. The skills tested are the same; the context is entirely PSV.
