What is Transport Manager CPC?

It proves that a Transport Manager has the knowledge and skills needed to meet the legal standards set by the Traffic Commissioners.

To hold a Standard National or International Operator Licence, every transport company must have a qualified Transport Manager named on the licence. The CPC demonstrates that the person overseeing the operation understands how to run vehicles safely, efficiently, and in full compliance with UK and EU transport regulations

You need the Transport Manager CPC if you are:

  • A transport manager for an HGV or PSV operator

The Transport Manager CPC (Certificate of Professional Competence) is a nationally recognised, legally required qualification for anyone acting as a Transport Manager on a Standard Operator Licence in the UK. Awarded at Level 3 by CILT and regulated by Ofqual, it demonstrates that the holder has the knowledge and skills to manage road haulage or passenger transport operations in compliance with UK transport regulations.

You need the CPC if you are a nominated Transport Manager on a Standard Operator Licence, a company director or owner responsible for transport operations, or a compliance or fleet management professional moving into a management role. It is a legal requirement under retained Regulation (EC) 1071/2009, and the Traffic Commissioners will not grant or retain a Standard Operator Licence without a qualified Transport Manager named on it. This applies whether you are applying for a new licence or adding or changing a named Transport Manager on an existing one.

The HGV (Road Haulage) CPC applies to operators of heavy goods vehicles over 3.5 tonnes, such as lorries and articulated trucks. The PSV (Passenger Transport) CPC applies to operators of passenger service vehicles adapted to carry 9 or more passengers, such as buses and coaches. Both qualifications cover the same core syllabus but apply the subject matter to their respective sectors. You should choose based on the type of vehicles your operation runs.

Yes. The Transport Manager CPC is a mandatory requirement for anyone applying to be a nominated Transport Manager on a Standard Operator Licence in the UK. Without it, the Traffic Commissioner will not approve the application. It is also required if you are adding or changing a named Transport Manager on an existing licence.
