Big changes are coming for international hauliers using ECMT permits. From 2026, paper permits and logbooks will be phased out and replaced with a fully digital system managed by the International Transport Forum (ITF).
Instead of carrying paper documentation, permit holders will receive a QR code linked to an online platform where all journey details must be logged. The ITF will open the new website later this year, giving hauliers the chance to familiarise themselves with the updated process before it becomes mandatory.
Until then, the traditional permit and logbook system will remain in place. Once a permit is issued, hauliers will receive a unique username and password to access their digital portal, provided by the International Road Haulage Permit Office (IRHPO).
The application process for ECMT permits remains unchanged for now and continues to be managed via email submission to IRHPO. You can find full application details on the relevant government guidance page.
Most international journeys are still covered by the UK Licence for the Community or bilateral agreements. ECMT permits are only required for specific journeys, including:
- A third cross-trade journey in the EU
- A cross-trade journey from the EU to a non-EU ECMT member country
- A cross-trade journey within the EU after returning unladen from the UK
- A journey to Armenia
