Bus Registration Delays: What Operators Need to Know

The Office of the Traffic Commissioner’s (OTC) Bus Registrations Team has recently reported delays in processing local service applications, raising concerns for many operators across the UK. These backlogs have affected the timely approval of applications, particularly during the final stages of the statutory notice period.

The Current Situation with Bus Registrations

Operators have experienced delays that have impacted several aspects of service operations. These include difficulties with aligning Bus Open Data Service (BODS) in England with current timetables and notifying passengers of accurate service start dates.

While the OTC is working through all applications – regardless of whether they’ve been submitted via paper, email, or EBSR – they are prioritising those based on their effective start dates. They’ve reassured the industry that most applications are still being processed within six weeks, though some issues persist.

Industry Response

The Confederation of Passenger Transport (CPT) has been actively engaging with both the OTC and the Driver and Vehicle Standards Agency (DVSA) on behalf of its members. Their discussions have led to positive developments, with the OTC confirming they are implementing additional measures to resolve the backlog.

Though some improvements are expected during July, a full resolution may not be in place until autumn, which coincides with one of the busier periods for timetable changes.

Enforcement Guidance

The DVSA has also issued assurances. Where operators have submitted applications in good time but have been affected by delays, a pragmatic and fair approach to enforcement will be taken. Bus Operator Account Managers have been fully briefed on the situation to ensure a consistent and understanding response.
