Manager CPC

The Transport Manager CPC is a recognised qualification for anyone responsible for the management of Road Haulage (HGV) or Passenger Transport (PSV) operations. You need it to meet the legal requirements for holding an Operator Licence.

What is Transport Manager CPC?

It proves that a Transport Manager has the knowledge and skills needed to meet the legal standards set by the Traffic Commissioners.

To hold a Standard National or International Operator Licence, every transport company must have a qualified Transport Manager named on the licence. The CPC demonstrates that the person overseeing the operation understands how to run vehicles safely, efficiently, and in full compliance with UK and EU transport regulations

You need the Transport Manager CPC if you are:

  • A transport manager for an HGV or PSV operator
  • A company director or owner involved in transport operations
  • Working in a compliance or fleet management role
  • Looking to advance into a transport management position

The qualification covers key areas such as:

  • Operator Licence requirements
  • Vehicle maintenance and record keeping
  • Driver hours and tachograph rules
  • Health and safety responsibilities
  • Financial management and business operations
Holding the CPC is a legal requirement for anyone acting as a Transport Manager on an Operator Licence. It is also a valuable qualification for professionals who want to improve their understanding of transport compliance and operational best practice.

FAQs

The Transport Manager CPC (Certificate of Professional Competence) is a nationally recognised, legally required qualification for anyone acting as a Transport Manager on a Standard Operator Licence in the UK. Awarded at Level 3 by CILT and regulated by Ofqual, it demonstrates that the holder has the knowledge and skills to manage road haulage or passenger transport operations in compliance with UK transport regulations.

You need the CPC if you are a nominated Transport Manager on a Standard Operator Licence, a company director or owner responsible for transport operations, or a compliance or fleet management professional moving into a management role. It is a legal requirement under retained Regulation (EC) 1071/2009, and the Traffic Commissioners will not grant or retain a Standard Operator Licence without a qualified Transport Manager named on it.

The HGV (Road Haulage) CPC applies to operators of heavy goods vehicles over 3.5 tonnes, such as lorries and articulated trucks. The PSV (Passenger Transport) CPC applies to operators of passenger service vehicles adapted to carry 9 or more passengers, such as buses and coaches. Both qualifications cover the same core syllabus but apply the subject matter to their respective sectors. You should choose based on the type of vehicles your operation runs.

The course covers: operator licensing requirements; vehicle maintenance and roadworthiness; driver hours and tachograph regulations; health and safety responsibilities; road transport law and documentation; and financial management and business operations.

es. The qualification is assessed by two CILT-set examinations: a multi-format paper (which includes multiple choice, inputting missing information, and where relevant, indicating answers on a diagram) and a written case study paper. Both must be passed to achieve the CPC. The pass mark is 70% for Paper 1 and 50% for Paper 2. Exams are conducted online under remote invigilation.

On successful completion of both exam papers you will receive the Level 3 Certificate of Professional Competence in Road Haulage or Passenger Transport, issued by the Chartered Institute of Logistics and Transport (CILT). This is the qualification recognised by the Traffic Commissioners for Transport Manager nomination purposes on a Standard Operator Licence.

Yes. The Transport Manager CPC is a mandatory requirement for anyone applying to be a nominated Transport Manager on a Standard Operator Licence in the UK. Without it, the Traffic Commissioner will not approve the application. It is also required if you are adding or changing a named Transport Manager on an existing licence.

The CPC is a rigorous qualification, broadly equivalent to A Level standard, and requires genuine commitment to study. With the right support, structured materials, and a clear preparation plan, most candidates are well placed to pass. Lloyd Morgan Group provides trainer-led delivery and ongoing support throughout to maximise your chances of success.

Lloyd Morgan Group offers the Transport Manager CPC in multiple formats to suit different schedules and learning styles: classroom-based training at a centre, online tutor-led sessions, and home study. Both HGV and PSV routes are available. Contact our team to find the right fit for your situation.
